Testing the reliability of the benefit function transfer approach
Article Abstract:
Contingent valuation methods are used on pertinent data to evaluate the effectivity of using the benefit transfer method as a technique for the transfer of benefits. Results indicate that using the benefit function approach to establish the proper terms of compensation to affected individuals at a policy site is not reliable. Other forms and models tested for transferability of benefits illustrated similar results.

The author was diagnosed with bipolar disorder, or manic depression, when he was 32. Medications seemed to do no good, and as a last resort, he underwent electroshock therapy. He stopped after a year and 19 treatments, and medication is now able to keep his illness under control. He does experience gaps in memory and trouble accessing vocabulary.

Susan Kenney: guns away
Article Abstract:
Connecticut now imprisons and fines gun owners whose unlocked firearms are used by children accidentally. Susan Kenney, whose 12-year-old son was killed by a playmate's father's gun, formed a Connecticut lobbying organization which successfully sought the ownership law.
