Using rate riders to recover unique costs
Article Abstract:
Water and wastewater utilities can use rate riders to cover for specific increases in cost. Recovering costs is particularly important for utilities, which have to contend with more strict regulatory compliance requirements. Utilities, however, should be judicious in using rate riders in recovering costs and consider first the legal implications. In particular, utilities should watch out for a rider's facial potential to violate the rule against single-issue ratemaking.

Filter media cleaning of a rapid flow sand filter for a surface water plant
Article Abstract:
Water utilities often use rapid sand filters for final polishing before water distribution. Backwash procedures are commonly used to maintain the efficiency of the sand filters, although occasional media are replaced when there is severe head loss that cannot be corrected by additional backwashes. A procedure, using the NW-310 dispersant cleaner from US Filter/Johnson Cleaners, is suggested for the cleaning process.

Surge suppression portects utility authority
Article Abstract:
The Escambia County Utility Authority (ECUA) in Pensacola, FL, installed surge protection devices at several of its stations to protect electronic instruments at these facilities from damages due to lightning strikes. ECUA, which is the largest water provider and wastewater manager in the Florida Panhandle, chose the Transient Absorption Technology surge protectors from Harrisburg, PA-based Phoenix Contact Inc.
