Article Abstract:
The major TV networks did not have any Hispanic reporters covering the 1996 Democratic and Republican national conventions. There were two Hispanic journalists who covered the conventions on morning news programs. The absence is surprising because Hispanics constitute 6% of workers in TV news.

The government policy called affirmative action intended to benefit minorities has become unpopular with both whites and their intended beneficiaries. For the latter, the program has failed to generate its intended results. There is a high likelihood that the program will be abolished.
