Issues concerning President Bush's policy on race are examined. He wants to be known as a compassionate conservative, a kinder, gentler Republican. His hard-core conservative ideology is evident, though, in his decision to oppose the University of Michigan affirmative action case and his lack of support and funding for after-school programs, public housing assistance and voter reform.
