Family cap and nonmarital fertility: the racial conditioning of policy effects
Article Abstract:
This article examines the impact of the family cap on birth and abortion rates and on contraception use of women receiving public assistance. The author, stating the family cap denies additional benefits to children conceived while the mother is receiving public assistance, maintains fertility behavior was influenced by the cap, however, results differed by race, with black women having a 21% lower birth rate and a 32% higher abortion rate.
