Homeless female-headed families: relationships at risk

Article Abstract:

Child and public welfare programs fail to respond to the causes of homeless female-headed families such as domestic violence while undermining the parent-child relationship through foster care. Homeless mothers are more likely to be substance abusers and so their children are often taken away for foster care while aid is insufficient to stop marginal families from becoming homeless. These polices need to be revised if they are to stabilize families because their implementation separates mothers from their children while not addressing the broader issues such as domestic violence.
