National leadership for children and youth with serious emotional disturbance: progress and prospects
Article Abstract:
Strategic planning, research, and demonstration initiatives are improving outcomes for children with serious emotional disturbances (SED). Reauthorization of the statute governing special education and related services may bring about crucial changes. The national profile shows that economic and demographic factors play an important part in identification, school completion pattern, and placement. The changes include amending parts of the Individuals with Disabilities Education Act to affect the placement services, identification, and outcomes achieved by children with SED.

Identification of special education students with mental retardation: correlates of state child-count data
Article Abstract:
The number of mentally retarded children identified by the US special education system has dropped significantly since 1980. This decline has generally been attributed to changes in state definitions of mental retardation and to social issues relating to the stigma of the mentally retarded label. A study is conducted to examine variations in state definitions as well as the indicators of states' rates of mental retardation classification. The results are discussed.
