Feminism and bureaucracy: the minimum wage experiment in the District of Columbia
Article Abstract:
The success of feminist bureaucrats on the District of Columbia Minimum Wage Board between 1918 and 1923 in improving the social condition of women show that bureaucracies can effect reforms and give power to women. Kathy Ferguson has argued that bureaucracies rigidly carry out policies and therefore have little capacity to change society. However, the achievement of Clara Mortenson Beyer and other feminist Board members in increasing wages without economic detriment demonstrates that bureaucracy is not inherently incompatible with feminist social policy.
