Room at the inn: prison population growth slows

Article Abstract:

The new California State Prison at Wasco is a $185 million infrastructure that can house 2450 inmates in270 units, with each unit effectively monitored by one prison guard behind a computer console. However, the state may have little use for this and other facilities considering that prison statistics have levelled off after the dramatic rise in the 1980s following a spate of anti-crime laws passed for political purposes. The decline in arrests can be ttributed to political agendaof lawmakers, aggressiveness of arrests and prosecutions, the Rodney King incident and the replacement of crime-fighting Governor George Deukmejian with the more moderate Pete Wilson.
