Internalizing intergenerational externalities by regionalization
Article Abstract:
Orthodox neoclassical economics relates public debt policies and the emission of long-lived pollutants in the joint problem of intergenerational externalities. A model with interregional household mobility is used to study both issues in the local aspect. It is concluded that local environmental agencies internalize intergenerational pollution externalities when local pollution is controlled by a mechanism which does not affect the households' decisions to migrate.
