State's Bureau for Private Enterprise: Getting the Charity Out of Foreign Aid
Article Abstract:
The Bureau for Private Enterprise is having great success helping the LDC's develop their economies. The LDC's seem to need a viable private sector in order to successfully achieve growth in their economies. The Bureau tries to help countries reform policy and provide expertise to help. They also help provide the management skills necessary and the technology needed. The Bureau also has the role of a development banker. The Bureau wants to help the LDC's become self-sufficient. The Bureau's financing is now a revolving fund.

The 1980s divergence in state per capita incomes: what does it tell us?
Article Abstract:
The divergence in state per capita incomes between 1979 and 1988 was caused by the sectoral shocks in the Northeast and not by increasing oil prices during the period. This is supported by the existence of significant divergence even when data from energy producing states are excluded. Moreover, the state per capita incomes have been near their steady states since the 1970s. This proximity can be used to explain future divergence and convergence.

The New York State Office of the State Comptroller (OSC) replaced paper-based processes with a comprehensive contract management system (CMS). The entire system architecture was built using the talents and creative energies of in-house staff.
