An alternative framework for evaluating welfare losses in the health care market
Article Abstract:
Welfare losses in health care have traditionally been attributed to excessive, and sometimes, unnecessary utilization of medical services by consumers possessing health insurance. However, observations on consumer health behavior indicate that insurance-carrying and non-carrying patients equally minimize health expenditures and despite the consumption of more medical services, similar outcomes are obtained. Moreover, the decision to admit a patient depends on the attending physician. Thus, an alternative model of estimating losses should depend on the cost of providing the service.

Estimating medical care costs under conditions of censoring
Article Abstract:
The performance of the non-parametric estimators to calculate average medical care costs in the presence of censoring is assessed in terms of bias and efficiency taking the extreme conditions. The result showed that the various performance patterns of generally stable estimators became unstable with increasing levels of censoring.
