Contra Costa County takes care of its own

Article Abstract:

Contra Costa County started its own health maintenance organization (HMO) in 1973. The plan covers 10,700 Medicaid patients, 1,000 Medicare patients, 6,000 medically indigent patients, and 5,000 Contra Costa County employees. The HMO offers excellent patient management, including an advice nurse hotline, and serves poor patients, uninsurable patients, and those who are near-poor but do not qualify for public programs.

An open - and shut - contract

Article Abstract:

California Public Employees' Retirement System (Calpers) is having problems enacting its settlement with health maintenance organization Kaiser Permanente. Kaiser agreed to give Calpers the right to audit rate-setting methods in exchange for an overall 10.75% rate hike, but Calpers is now finding its access to date limited. Meanwhile, Kaiser has put through several other huge rate hikes.

Article Abstract:

Public concern about the quality of health care is causing legislators to consider placing restrictions on health maintenance organizations (HMOs). Legislators are concerned that cost cutting measures used by HMOs are detracting from the quality of patient services. Public concern about health care quality is expected to remain a significant issue for employers and employees.
