Controlling Expansion of the Nursing Home Industry: Effects of Prospective Payment Systems on Capital Formation
Article Abstract:
Kolb and Krueger discuss the effects of state and federal policy on capital-cost reimbursement to nursing homes. Areas covered include diversity of policies and possible explanations for this diversity. Some policy restraints have served to control industry expansion. The Medicaid program in Georgia is studied as an example. Other examples are Washington state and New York. These policies may discourage investors and thereby, new capital.
