Empire strikes back; New York's Empire Blue Cross & Blue Shield teetered near bankruptcy before rebounding. Now it's the latest Blues plan aiming to go public

Article Abstract:

New York-based Empire Blue Cross and Blue Shield introduced its plan to go public in Sep 1996. As a nonprofit, it has provided insurance for everyone that other insurance companies found too expensive. Many of these individuals that are difficult to insure are afraid they will lose their health insurance if Empire becomes a public company. Empire plans to establish a foundation for hardship cases.
