Gainers and losers under a tax-based health care reform plan
Article Abstract:
The effects of a tax-based health care reform plan is studied using a microsimulation model of the federal personal income tax system. The plan involves offering a premium subsidy to make health insurance affordable to low-income individuals, in the form of tax credits or deductions. The individuals who would take advantage of these incentives as well as the gainers and losers under the proposal are discussed.
