Has Boren worn out its welcome
Article Abstract:
State governors, Republicans in congress and the Clinton administration are supporting the repeal of the Boren amendment, which allows states to create their own rate-setting systems if they can meet costs. The repeal of the amendment would fall under the general effort to cut Medicaid expenses. Nursing homes and home care agencies and hospitals are fighting to keep the amendment so maintain the quality of care they want to provide.

Xerox Corp of Stanford, CT, turned mental health benefits over to a private firm after finding in 1988 that mental health care costs were rising at an annual rate of 20%. However, after a court case that was decided in 1996, Xerox found that benefit carve-out contracts must be sharply drawn in order to prevent further actions. Employers must know their legal responsibilities when relying on third-party contractors.

Article Abstract:
A National Institutes of Health panel investigating the medical use of marijuana has not agreed that such use is warranted, but it may recommend further research into marijuana's therapeutic value. The Institute of Medicine, meanwhile, is conducting a marijuana study that it intends to complete by late 1998. The Office of National Drug Control Policy still considers medical marijuana use illegal.
