Article Abstract:
Dystonia is a form of spasticity. Muscles in the trunk or limbs undergo sustained contraction causing repeated movement, twisting or unusual posture. Initial symptoms include tremor, cramp in the foot, and speech problems. The dystonia may affect the whole body, one part of it, or a number of body parts, with some patterns being identifiable as known syndromes. Idiopathic generalized dystonia is a very rare condition. Treatment includes surgery on the thalamus, and the use of drugs which act on the central nervous system.

Healthy change for D.C.'s poor
Article Abstract:
The government of the District of Columbia will guarantee health insurance to all low- and moderate-income families with children beginning Oct 1, 1999. The decision represents the most important public health advance in this community in many years. All families below 200% of the federal poverty level are eligible for the benefit. The District also plans to immediately seek federal approval to cover childless people up to 50% of the poverty level.

Omega
Article Abstract:
Omega is a very-long-range, very-low-frequency (VLF) international radio navigation system for ships and aircraft. The redundant system was completed in 1982 with the eighth station in Australia. The paper describes synchronization, applications, lane ambiguity resolution, and differential Omega. Special attention is given to VLF propagation. Graphs, maps, and tables aid in system description.
