States move forward with health reform despite national efforts
Article Abstract:
Some states, such as Washington State and Kansas, are proceeding with their own health care reform plans despite the Clinton administration's national plans. They are doing this for a variety of reasons, such as the opportunity to work together without federal pressure. They also believe that their plans may serve as models for federal reform. For example, Washington State offers a uniform benefit package to its citizens and purchases health insurance cooperatively. In Kansas, reformers are establishing a health care data base and instituting insurance reforms and increased health care access.
