Quality Assurance in Historical Perspective
Article Abstract:
Early quality assurance concerns in medical care date back to the code of King Hammurabi, inscribed around 200 BC. Hippocrates in fifth century Greece addressed legal and ethical obligations of physicians in his manuscripts and in the organization of the Hippocratic oath. In the Middle Ages, physicians were licensed based on their credentials and on what they had been taught instead of what they knew. Self-regulation by physicians began in England during the reign of Henry the VII, and spread to the New World by the 1600s. Medical societies and licensure bodies in the United States during the 1700s imposed no sanctums of appreciable magnitude against the unlicensed or incompetent. By the 1800s, medical schools in America were considered so poor that physicians went overseas to study medicine.
