Another vicious cycle?
Article Abstract:
Many health maintenance organizations have been shouldering significant losses since 1996 despite moderate inflation levels and strong gains achieved from 1989 to 1995. Former Blue Cross and Blue Shield Association executive Thomas Kinser was led to believe that the usual cycle of experiencing losses before being forced to increase rates was halted. However, there are signs that the industry may be experiencing the previous profit-loss cycle again. The improved accounting systems adopted by health maintenance organizations also proved to be fallible.
