Plenty of bark, but no bite
Article Abstract:
A new agreement made on Jan 8, 1997, between the Oklahoma insurance commissioner's office and the federal Pension and Welfare Benefits Administration gives Oklahoma officials the power to track and investigate, though not the means to act on, consumer complaints about employer insurance policies. Prior to the agreement, the US Dept of Labor was the only entity that could collect and research complaints about private health insurance, as dictated by the Employee Retirement and Income Security Act of 1974 (ERISA). Private plans receive little or no supervision under ERISA.
