People Working Collectively (PWC), a Cincinnati, OH, non-profit group that works with low income home owners, has found that its clients receive few health care benefits. They are typically single parents with children, or single elderly homeowners with incomes that are about 30% to 50% below the median area income. Many cannot afford health insurance or Medicare deductibles and often deplete their savings to pay medical bills. PWC has determined that annual nursing home costs of $25,000 per patient could be reduced by returning recovering low income patients to repaired homes instead of nursing facilities.

The severance of the connection between AFDC and Medicaid as part of welfare reform has led to a growing number of children not having health services, preventive or otherwise. This is because many of their parents think that welfare reform meant that they also lost their Medicaid eligibility. The Daughters of Charity Health System are among providers that are trying to help rectify the situation.

Back to schools: Phoenix health system finds poor families more trusting of school-based centers

Healthcare officials in Phoenix, AZ, find that parents who lack health insurance but are ineligible for Medicaid prefer to take their children to PMH Health Resources centers located in the city's schools. The centers also treat sick children brought to school by working parents who do not want to miss work. The centers are supported partly by an American Hospital Assn program.
