A new look at the US pattern of federal R and D spending: preliminary lessons for newly industrializing economies

Article Abstract:

Recent studies suggest that US industrial policy has moved from 'mission oriented' towards 'diffusion oriented' which results in more market-oriented and economically motivated change. However, fornewly industrializing economies (NIEs), the mission-oriented industrial technology policy paradigm is still a useful focal point of governmental actions. In the absence of a mission-oriented policy, research and development becomes self-serving and alien. This may hamper the development of indigenous domestic technologies in NIEs.

Results indicate that R and E tax credits are ineffective in influencing the actual level of successful research and development. To achieve significant productivity growth and global competitiveness, investments should focus on infratechnology rather than commercially oriented development.
