Technology transfer and the restructuring of science and technology in central and eastern Europe
Article Abstract:
The science and technology systems in countries in central and eastern Europe (CEE) have been severely compromised by the changes that took place in these countries following the adoption of capitalism. CEE countries have been attempting to restructure and privatize their research institutes and promote technology transfer, in a bid to increase the levels of innovation. However, these efforts have been undermined by at least two factors, namely, the need to understand the significance of institutional change, innovation and learning in promoting technology transfer and the need to transcend social and political hurdles in reforming science and technology systems.

International technology transfer policy: from "contract bargaining" to "sourcing."
Article Abstract:
Several major economic changes that took place worldwide have effected significant changes in the basic philosophy of international technology transfer policy, which was basically a change from 'contract bargaining' to 'sourcing.' This, in turn, gave rise to new policy concerns in international technology transfer within a globalized economy. However, despite the emergence of issues in relation to this policy shift, what should matter more for governments is their ability to implement the kind of social organization and governance mechanisms that will work most effectively in a world economy where interdependencies are on the rise.

Technologies in transition, policies in transition: foresight in the risk society
Article Abstract:
A study analyzes the significance of formal Foresight, or forecasting, programs, which have been emerging across Europe, as a means to pursue innovation. Using the 'risk society' concept, the study has found forecasting as a completely new form of scientific and technological policymaking that helps in the transition towards the 'negotiation state.' It also showed that the institutional assumptions and processes operating within different policy regimes have a significant impact on the emergence of new technologies.
