Nolan urges civil service ethics code and whistleblowers

The Nolan Committee on Standards in Public Life has stressed ethical standards not just for Members of Parliament but also for the 530,000 strong civil service. The Committee's recommendations cover issues such as merit pay and stress the need for political impartiality. The Committee has suggested that there should be an organized network of whistleblowers, covering every department, to provide an outlet for confidential matters. This will limit the chances of leakage. The Committee proposes to study local public spending organizations such as universities.

A new Senior Civil Service is born
Article Abstract:
The UK's Senior Civil Service (SCS) has been decentralized and restructured in 1996 into a corporate resource-style organization comprised of 3,000-3,500 professionals and managers. Personal employment contracts, revised job evaluation procedures and job titles, pay bands, revised performance review procedures, and abolition of job grades and pay scales are among the many changes made to the SCS structure. Union bargaining rights have been discontinued for former grade 5 employees as employees at grade 5 or higher have become the SCS's senior group.

Senior management restructuring in the civil service
Article Abstract:
The goals of restructuring the UK Department of Trade and Industry, Treasury, and Home Office were to reduce senior staff and management layers, use titles for jobs in place of grades, expand the use of management units and commands, emphasize teamwork, and increase accountability. The changes were part of a 1994 plan to redesign the Senior Civil Service. Job evaluation procedures and pay systems were also modified.
