Chile 1997-1998: the revenge of incomplete democratization
Article Abstract:
The controversy over Gen Pinochet's extradition to Spain has exposed deep divisions in Chilean society regarding the former dictator's prosecution in European courts. The government, which is nominally pro-human rights and democratic, backed Pinochet's stand that he had immunity from prosecution. This sent surprising signals to the human rights workers in Chile who had toiled for years to bring the ruthless dictator to court for abuses during his regime. The ambiguous stance of the political class on the Pinochet case has disheartened and disillusioned many Chileans who fought for democracy.

Pinochet: the politics
Article Abstract:
The British House of Lords' ruling on the extradition case against former Chilean dictator Augosto Pinochet is a groundbreaking decision in international law. The ruling, which was issued by the Law Lords, permits the extradition of Pinochet to Spain to face trial for the disappearance of European nationals in Chile during his regime. The ruling, which was based on the European Convention on extradition, is a dramatic sign that international law is moving towards the view that human rights violators, regardless of their prominence or their political clout, should be punished.

Democratization, legitimacy and political change in Central Asia
Article Abstract:
The breakup of the former Soviet Union and recent events, including the 1999 pre-term presidential election in Kazakhstan, have largely contributed to the increase in religious and political tension in the Central Asian region. Most of these countries are experiencing power vacuums left by the decline of Kremlin. Issues regarding independence and political change have added to the confusion and further complicated by the region's search for a national identity.
