Coercing Saddam Hussein: lessons from the past
Article Abstract:
The best way to shape the policies of the regime of Iraqi President Saddam Hussein is to focus on the relationship between Saddam and his power base. His regime is strongly opposed by most ordinary Iraqis, but he has remained in power by establishing an extremely influential internal security system. This system is vital to his continued rule. Saddam should be kept contained, thus restricting his options and making internal instability a possibility. The international community must also strike back strongly when he challenges containment and must place pressure on Saddam's regime by supporting the Iraqi opposition.

Asia is developing as a regional state system with independent nations working with each other in economic, diplomatic and strategic matters. Issues concerning the relations between these countries are presented, with reference to whether they will endure a period of interstate conflict before enjoying stability, peace and prosperity.

A brief description of the three key concepts, war, the notion of a direct, dyadic behavioral history, and the subtlest of all, reputation history is presented. Further an investigation on the role of direct and reputational information in the onset of interstate war is conducted.
