Third World states as intervenors in ethnic conflicts: implications for regional and international security
Article Abstract:
This article examines Third World states' involvement as third parties in internal ethnic conflicts in the post-Cold War era. The author asserts that these countries are the most frequent intervenors, and analyzes 975 interventions in the South during the 1990s, finding that there has not been a significant change in major or regional power interventions since the end of the Cold War, and that more than half the interventions are undertaken by states in the same region as the conflict; regional and international stability are threatened when neighboring states and regional powers chose to furnish military assistance to ethnic groups, and groups seeking secession or autonomy are more likely to attract outside patrons.

The global information infrastructure revisited
Article Abstract:
This article examines the role of the Internet in the global information infrastructure and its potential influence over economic and social situations and relations in industrialized and developing countries. Examples of technology usage in the world are used to analyze whether the Internet will contribute to increasing the gap between the North-South and the rich-poor by concentrating economic activity in richer countries, or if, as the author concludes, it will help narrow the poverty gap and eliminate geographic barriers to the acquisition of wealth.
