Complex emergencies: the institutional impasse

Countries attempting to pass from international relief to conflict often experience institutional impasse whose complexity has renewed conflict. This has been seen as particularly sensitive when humanitarian assistance has been combined with peace keeping tasks.

From wars to complex political emergencies: understanding conflict and peace-building in the new world disorder

Article Abstract:

Contemporary approaches to national or international conflict are becoming increasingly eclectic. Of the 82 armed actions between 1989 and 1992 only 3 were between states, so external agencies need to resolve conflict in new ways.

Complex political emergencies and the state: failure and the fate of the state

Article Abstract:

Complex political emergencies are usually caused by earlier governmental collapse. Recovery often includes reconstituting the state, and humanitarian aid must be able to cope with a fractured or non-existent state.
