Opening remarks before the House International Relations Committee

Article Abstract:

The US-India Civil Nuclear Cooperation Initiative considered a path-breaking and complex agreement, was brought up for discussion in order to garner the support of the US House International Relations Committee. The various ways in which such an agreement would benefit both countries were outlined, not least of which was the potential strengthening of the international nuclear nonproliferation regime.

Thinking about nuclear deterrence theory: why evolutionary psychology undermines its rational actor assumptions

Article Abstract:

The contention that rational deterrence theory assumes that nuclear decision makers will make rational decisions about nuclear use due to their rationality is flawed. It is dangerous to assume a similar outcome in deterrent situations when there is variation in cognition among leaders and there is a need to replace the theory of universal rationality with a gradated understanding of rationality.

Confronting China: An evaluation of options for the United States

Article Abstract:

The options that America has and the steps that it should take to confront Chinese power are considered. The options include economic sanctions against key goods imported by China, alliance formation against China, covert support for separatist movements in Tibet and Xinjiang, and military options available to the United States.
