Developing NATO-Russian relations
Article Abstract:
The North Atlantic Treaty Organization (NATO) will begin plans of enlarging its membership at its Jul. 1997 summit. However, such a move, without a concurrent improvement in NATO-Russian relations, could result in the deterioration of West-East relations. It could also provide support to the nationalist elements in Russia, bring about a retrograde Russian defense policy and compromise the Strategic Arms Reduction Talks II Treaty. A fitting alternative would be to engage Russia in a serious and substantive NATO-Russian charter since only through the country's engagement can enlargement be politically acceptable.
