Article Abstract:
John Deutch, Deputy Secretary of Defense, in his testimony to the House Foreign Affairs Committee on US policy on nuclear weapons on Oct 5, 1994, stated that the defense department had done a review of US nuclear posture and announced the decisions made by the review. The US had reduced the number of deployed strategic weapons by 47% in Jan, 1993, while non-strategic weapons were reduced by 90%, however the US would retain enough weapons to serve as a nuclear deterrent. The Department of Defense was concerned about the proliferation of nuclear weapons and supported the US government's effort to expand the nuclear nonproliferation treaty indefinitely and unconditionally.

The Secretary of Defense William Perry and Chairman, Joint Chiefs of Staff, General John Shalikashvili in a press brief on Sep 22, 1994, talked on Nuclear Posture Review, which advocates a balance between reduction in nuclear arms and retaining enough force to safeguard the nation's security in the event of Russia becoming an authoritarian state again. The review also focuses on materializing the inherent advantages of arms reduction. The reduction in the strength of the US armed forces will not affect US commitment to protect its allies from any possible danger.

The Department of Defense's Nuclear Posture Review (NPR) recommends reduction in US nuclear weapons while retaining enough weapons to serve as deterrent. The NPR suggests that the US has to reserve adequate non-strategic force to maintain US commitment to its allies while terminating its capability to deploy nuclear weapons on surface naval ships. The NPR suggests that the government should exploit chances for threat reduction through cooperation.
