Article Abstract:
Six documents relating to ABM treaty between the United States and Russia are presented. The first document is the letter of Senate Majority leader Bob Dole to President Bill Clinton, dated February 6, 1995, expressing concern over the press reports indicating Clinton administration's decision to forego their promise for theater missile defense programs as part of its attempts to clarify the ABM treaty. In the second document, Bob Dole expresses anguish over non-consultation of Senate on vital security matters.

A new definition of revolution in military affairs (RMA) is presented to stimulate thinking about military change. Topics include a history of RMA study, their ambiguities and limitations, the future of US military power, the integration of new technology with new organizational structures, and the testing of these new technologies.
