Endogenizing conflict initiation: flinching and fighting at global high noon
Article Abstract:
A new model was presented based on international interaction game, which allowed all the actors to choose strategically who will initiate demand and subsequently who will initiate conflict. Adopting the same preference restrictions as were employed for the international interaction game, the equilibrium conditions for status quo and for negotiation were found to be the same for the new game as for the old.

In the new era of essential consensus in the wake of Cold War, the developed countries could create mechanisms for policing civil warfare. Much of the warfare could be reduced or substantially eliminated by disciplined police and military forces.
