From Pablo to Osama: counter-terrorism lessons from the war on drugs

Article Abstract:

Similarities among traffickers and terrorists, and lessons of war on drugs suggest a number of difficulties in dismantling terrorist networks when the US and its counter-terrorism partners have achieved substantial results against al-Qaeda. It is suggested that policymakers should move beyond a strategy based on leadership interdiction in order to prove victorious in the war on terrorism.

The humanitarian transformation: expanding global intervention capacity

Article Abstract:

The threat of mass casualty terrorism has changed strategic priorities in United States, and the global community as a whole faces similar problems of civil war and other humanitarian disasters. It is thus suggested that the challenge to create a global capacity for peacekeeping and humanitarian intervention is difficult but is achievable.

Religion and American foreign policy

Article Abstract:

The American foreign policy will be more effective to counter Islamist terrorism by indirect promotion of religious tolerance in the Muslim world. Thus, United States must cultivate human rights activists and intellectuals as assiduously as it did to their Soviet counterparts during the Cold war.
