The rise of hostile rogue states supporting terrorism and armed with weapons of mass destruction ended most of the hopeful 1990's talk of a new world order, which necessitates the need for the capability to deter attacks. The Bush AdministrationEs 2001 Nuclear Posture Review (NPR) integrates a much broader range of deterrent threat options than we inherited from the Cold War.

Reconfiguring NATO for future security challenges
Article Abstract:
An argument that despite a solid NATO reform strategy as proposed at Prague in 2002, European Union (EU) states threaten to derail the Alliance by a persistent neglect of their military capabilities is presented. This is regarded as an unrealistic appraisal of the EU Rapid Reaction force and a failure to address the persistent problems surrounding the EU political landscape.

Compellence failure or coercive success: the case of NATO and Yogoslavia
Article Abstract:
Coercion is compelling or deterring others to do something, either by verbal threats or by actions without resorting to air war, and how well these verbal threats work is signified by whether military action is put to use or not and its intensity as well as the time span. Here, NATO's air war against Yugoslavia over Kosovo is taken as an example of the coercive theory.
