Countering international terrorism: The use of strategy
Article Abstract:
The deliberate and positive use of strategic planning at national and international levels can reduce the level of threat to their publics while helping engender public confidence in the ability of the US government to rise to this challenge. The strategic case supports the collective efforts of the soldier, intelligence or police officer, to manage these risks, to ensure their success in the longer term and against all the potential dangers ahead.

Discussions on transatlantic relations tend to follow a familiar form, unremittingly short term, revolving around the moods of political leaders or the particularities of the crisis, inclined towards extensive generalizations about attitudes and behavior prevalent in whole continents. They conclude by prescribing measures that require the Europeans to think strategically and the American to operate multilaterally.

Western armies are masters of the conventional battlefield, however continue to have difficulty prevailing in unconventional conflict. Further, the main obstacles to transatlantic collaboration over the several years are substantive differences, and not the institutional deficiencies.
