Demilitarising the 'war on terror'
Article Abstract:
The Pentagon campaign plan realizes that counter-terrorism has a substantial non-military dimension and the Quadrennial Defense Review (QDR) also acknowledges that terrorist networks cannot be defeated solely through military force. The US defense posture should expressly subordinate military measures to diplomacy and civilian law enforcement and intelligence, and it should also emphasize special-operations forces' training and advisory mission.

The third world war?
Article Abstract:
The response of the US and its allies to the terrorist attacks of Sep 11, 2001, has been characterized by a significant contrast between high political stakes and low military means. If this conflict gains long-term significance, and can start to be seen as a third world war, it will be because it has acted as a focal point for the many different conflicts of the post-imperial era.

Pragmatic counter-terrorism
Article Abstract:
The nature of counter-terrorism activities must change in response to the attacks of Sep 11, 2001. The US and its allies now have greater power over some terrorist groups and less over others as public opinion has altered and new diplomatic imperatives have emerged. Care must now be taken to properly nurture limited counter-terrorism resources.
