Partnership for peace: permanent fixture or declining asset?
Article Abstract:
Partnership for Peace (PFP), a military cooperation programme of NATO with non-NATO nations, is well on its way to becoming a viable venture. Twenty-seven countries have already joined it, despite doubts on its future prospects. PFP functions on three levels: to increase NATO's international influence, to enable unified action in an international crisis, and to prepare new countries for membership in NATO. Future expansion programs of NATO may risk the withdrawal of some partners from PFP, however.

Transforming NATO: the role of European forces
Article Abstract:
The military forces of the European members of NATO must be reorganized to become more deployable and the Europeans should accept that military planning should go beyond the defense of national territories. European members' transportable defence capability must be increased for rapid long-range action, with the US the only member with capacity to run a substantial military force outside its own territory. The US may conclude that it obtains no benefits from remaining part of the NATO alliance.

The masque of institutions
Article Abstract:
NATO is not a country, but an institution that pretends to be international but actually serves only the interests of Western countries. NATO has no independent military power and is weak at enforcing political union. For this reason, adding Central-Eastern European countries to NATO will not ensure national security for these countries. NATO must integrate itself politically and militarily to give itself true international power.
