Populist resurgence in Latin America?

Article Abstract:

Latin America is undergoing a marked political shift to the left, the deep mistrust of both neo-liberal economics and the US involvement in the region have united a number of Latin American states in a populist wave of reaction against both, and this trend is expected to bind these states to other developing countries. But an analysis of the unique political circumstances of each of these states reveals that the anti-American trend is not uniform, and the political and economic ties between Latin America and the US are not easily undone.

Still training to torture? US training of military forces from Latin America

Article Abstract:

The general assumption is that the School of the Americas (SOA), a US training school for Latin American military forces, supported repression during the Cold War, to demonstrate which, previous research has tended to focus on the establishment of correlations between training and specific human rights abuses by individuals trained at SOA and as a result SOA was re-launched in 2001. A study argues that changes were genuine, and that the school currently has a commendable human rights programme.
