Observers of the North Atlantic Treaty Organization note its members contribute at varying levels in different areas. Germany spends significantly less than France and the UK on defense and European countries contribute 3 times the US amount to Third World aid, yet the 1999 US military forces in Kosovo clearly dominated that action.
