Article Abstract:
Regulating the rates of the cable television industry at both the local and federal levels has proven so cumbersome and ineffective that an alternative, unregulated approach to promote competition to promote competition is sure to be more popular with Congress and the FCC. Momentum is building at the federal level for both program access and rate regulation, and the Federal Communications Commission has begun an internal review to determine how to tighten existing rate and program access rules.

Article Abstract:
The draft of the American Inventors Protection Act of 1999 is discussed, and Title I, the Inventors' Rights Act, protects inventors the most, subjecting invention-promotion companies to mandatory disclosure and reporting requirements. Both civil and criminal penalties to discourage unscrupulous invention promoters from targeting consumers without providing useful services are also part of the law.
