Administrative law and the legacy of Henry J. Friendly
Article Abstract:
Judge Henry J. Friendly, who served on the US Court of Appeals for the 2d Circuit in 1959-1986, was an outstanding legal scholar whose opinions helped shape judicial construction of administrative law. Genius, wisdom, and the ability to elucidate generally applicable principles were the main reasons for his success. His views on issues such as exhaustion of remedies, reviewability, and the effect of due process requirements on welfare entitlements continue to influence other judges.
