Can business help diffuse nuclear proliferation?
Article Abstract:
A partnership of business and government is the most effective way to stop nuclear proliferation. This is the goal of Business Executives for National Security (BENS). One belief of BENS is that the business community knows best which of its products could be put to military use, and the BENS Export Principles place on the shoulders of the business community the responsibility not to knowingly export products which will probably be used for the unlawful manufacture of nuclear weapons.

Government as a market
Article Abstract:
Government is often negatively viewed as a regulator, but the government is the largest procurer of commercial goods and the government market merits more attention to its changing requirements. Government purchasing is not motivated by economic considerations or by production and distribution. The rewards and risks vary considerably to those associated with the private sector.
