Countries and minds meet in the Uruguay Round: the WTO members addressed non-tariff barriers, intellectual property and anti-dumping laws
Article Abstract:
The Uruguay Round of international trade talks has made section 301 of the Trade Act of 1974 a more effective weapon against barriers to foreign markets than the GATT agreement. It also led the US to narrow its anti-dumping law, and resulted in an important global agreement on intellectual property protection. The talks also produced stronger dispute resolution procedures for the World Trade Organization, and raised the volume and margins needed to trigger a US antidumping measure.

The Uruguay Round Agreements Act substantially alters U.S. anti-dumping law, imposing new 'sunset reviews' of formerly indefinite orders after five years
Article Abstract:
The General Agreement on Tariffs and Trade Antidumping Code in the Uruguay Round Agreements Act may trigger significant changes at the Commerce Dept and the US International Trade Commission. Both released on Jan 3 temporary changes or plans to announce more final ones in June. One change requires a review five years after an antidumping order is first issued, to determine whether it is still necessary. US industry will now bear the burden of proof.

Computer works gain new GATT protection: the Uruguay Round established protection for software and other intellectual creation
Article Abstract:
The Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) section of the GATT establishes for the first time minimum standards for international intellectual property protection. Computer software, as well as other expressions of ideas, will be protected to the same extent as literary works. The minimum enforcement obligations of GATT countries and dispute processes are discussed.
