Laboratories of reform; states experiment with health care plans
Article Abstract:
A number of states have not waited for the federal government to reform health services delivery and have been experimenting with reform themselves. All efforts share the goal of insuring more people without breaking the state budget. Successful state plans may also be exempt from a national reform plan, giving them more control. Hawaii is a particularly successful example, having in 20 years provided almost 98% of the state's residents with coverage. Other states which have instituted plans include Tennessee, Florida, Maryland, Arizona, Oregon and Minnesota.

Clinton move to streamline waiver process could facilitate Oregon plan
Article Abstract:
A waiver of federal Medicaid requirements is needed for Oregon to implement its new health plan, and Pres Clinton's announcement that the waiver process would be streamlined should facilitate the process. A waiver request was denied under the Bush administration, but Oregon is renewing its application. Clinton announced the change in the Dept of Health and Human Services Medicaid waiver process on Feb 1, 1993.

Clinton lifts federal funding ban on fetal tissue transplant research
Article Abstract:
The federal funding ban on fetal tissue transplant research was lifted by Pres Clinton on Jan 22, 1993, and a bill regulating fetal tissue transplantation is being considered in the Senate (S 1). However, the legal status of fetal tissue research is still dependent on state law, and private funding will probably continue to be the main source of research financing.
