Budget 1996: pay and employment measures

The budget submitted by British Chancellor Kenneth Clarke in Nov 1996 included income tax, company car fuel tax and national insurance changes, ceasing tax relief for profit-related pay, and a further decrease in running costs for the central government. The Chancellor forecasts 2.5% in domestic product growth in 1996, unchanged from the year before. Underlying inflation was 3% in October.Average forecast for underlying earnings during the 4th qtr of 1997 was 4.4%, a rise from 3.7% for this qtr last year.

Article Abstract:
A 1996 survey of UK employers indicates the use of location-based pay may be increasing, although the trend is far from clear-cut. In London, location allowances are averaging 3.5% during 1996, with increases generally corresponding to regular pay awards; however, 60% of those in the suburbs have frozen allowances. Regional pay rates have been adopted by some companies. Developments in the finance and retail sectors indicate recruitment problems that could lead to increased use of location allowances.
