Perspectives on National Pension Policy
Article Abstract:
There has been growing hostility toward employer-founded fringe benefits among both legislators and administrators in the United States. It is believed that employee benefits policy may be formulated on the back of the budget system by regulators and legislators. The underlying rationale for the hostility ranges from international political problems to high national unemployment levels. Congress will soon attack the beneficial tax treatment given private retirement plans. Treasury Department estimates have been greatly raised as to lost revenue figures. About fifteen billion dollars were lost for the 1981 budget, and about twenty-eight billion dollars were lost for 1982. Important events since August of 1982 when TEFRA was enacted are highlighted, including women's pending legislation. It is estimated that almost seven- tenths of nonagricultural civilian workers took part in private pension plans in 1979.
