Scorched-earth policy is intolerable
Article Abstract:
International criminal law should hold accountable both individuals who set large fires in Southeast Asia and the Amazon to free land for economic development and corporations which employ them. The rush toward a global economy has, however, exceeded the urge to prosecute international pollution. The US and other industrial countries have opposed making corporate perpetrators as liable as private individuals. Trade agreements authorize the establishment of tribunals which can leverage sanctions, but have been opposed by countries adverse to regulation.
